by Paul Fenn California's Community Choice bill, which was passed in 2001 by the state assembly and senate last year with only one vote in opposition but was vetoed by Governor Davis, has been reintroduced as AB117 by Assemblywoman Carole Migden (D-San Francisco), and is widely expected to pass and receive the Governor's signature early in the session with minor modifications.
Strong Support from Cities California Municipalities, environmental groups and consumer groups strongly support the bill, which would enable municipalities and groups of municipalities to contract out for energy services on behalf of their communities. In particular, the City of San Francisco is lobbying for the bill after the narrow defeat of its public power takeover measures in November 2001.
