Scott Ridley is the principal of Ridley & Associates, based in East Harwich, Mass. He was recently engaged as consultant to the Massachusetts Senate Energy Committee on Community Electricity Franchise legislation discussed here, and is the lead consultant to the Cape Light Compact in Barnstable County.

Scott has been involved with electricity restructuring issues since 1982. He was co-author of the book Power Struggle: The Hundred Year War Over Electricity (Harper & Row, 1986), which anticipated the current restructuring debate, and more recently, Profile of Power: A History of the People and Events that Have Shaped and Continue to Shape America's Most Critical Industry. (APPA, 1996) .
