Matt was the first local official to champion Community Choice in Massachusetts, and subsequently led the effort to form the Cape Light Compact in allegiance with Barnstable County Commission Chairman Rob O'Leary. Starting with Barnstable County and its fifteen towns (including Falmouth), the Cape Light Compact inspired a Community Choice movement in cities and towns across Massachusetts to advocate municipal aggregation and protect local authorities in the state's deregulation debate. As a result of this organizing, Massachusetts communities were first (and currently only) in the nation to secure meaningful Community Choice in their state's electric deregulation law, passed in November, 1997.
