Electricity is the largest single cause of Global Warming.

 

The 1992 Rio Summit Identified local governments as the key decision-makers in any successful effort to stop Global Warming.

 

The Kyoto Treaty called for a 7% reduction in greenhouse gases from 1990 levels by 2010. Since then, U.S. greenhouse gas emissions have increased by 15%, so the reduction needed is now around 10%.

 

There is currently no plan in existence to achieve reductions of that magnitude.

 

For San Francisco to achieve a 10% reduction it will have to redefine renewable energy and conservation as municipal public works.

 

PROPOSITION H changes the City Charter to include renewable energy and conservation among seven other public works categories (like public housing, sewers, etc) for which The City has standard revenue bond authority.

 

This is an opportunity for the voters of San Francisco to give a green light to making our City comply with Kyoto’s mandate with or without President Bush, and to set an example for other cities.
